Power metal is pretty much the antithesis of anything progressive.
Really, most "prog metal" has nothing progressive about it either. Just the same fucking bullshit done over and over for the last 25 or so years. "Look how progressive we are. We've blatantly ripped off Dream Theater AND Symphony X!"
Typical "prog metal" from the 90's was usually full of those "DT-lite" bands. Typical "prog metal" nowadays seems to consist of djent bands calling themselves prog.

Well, for me a progressive genre must have music that makes "progress" throughout the composition. I mean, you could do a 6/8 song or a 7/8 and put it on the "Pop" formula: Intro/Verse/Chorus/Verse/Chorus x2/Outro or some variation of that, so it wouldn't count as prog. to me. =P
And yes, power metal is the antithesis of prog. it's all about 4/4 straight ahead melodic lines, shredding guitar/keyboard solos with little variation in one song.

Hmm...loves me some Savatage but I never really thought of them as either prog or power. I guess they would be prog thrash?

One more:

I'd say most of their rock opera era could be classified as "prog".

I'm assuming Angra's been left out for being too obvious, being that OP is from Brazil?
If not, shame on you all.
