It’s called a secondary dominant. In this case, it’s a V/V, which equates to a major II7 chord that resolves to the V. You can think of it as a brief modulation to another (secondary) key (the dominant). It’s more common than you think and has always been one of my favorite harmonic effects. The lick leading up to it is pentatonic with a number of double stops. I suspect he’s not in standard tuning, as he strums a few fingerless open chords on occasion.

Thanks for that! In this vid he has the capo at the second fret, but some tabs and one of the cover vids I just watched have the capo at the 4th fret.
