Please explain where this piece of "journalism" lists anything but anecdotal accounts with little or no verification. Also, what are the percentages of fraud?
I mean anyone can say anything on the Internet. And fox often does.

"Statistics" and "facts" mean very little to modern so-called conservative. Too bad because I used to be a con myself. They have shifted so far to the right and so far away from reality that I am now considered a moderate liberal.

Officials said smaller retailers often fraudulently obtain PIN or card numbers from program beneficiaries and keep the funds without the person’s knowledge. In the last decade, USDA has disqualified more than 8,300 retailers for such fraud.
Arizona authorities have broken up a massive food stamp fraud ring in Phoenix and seized almost $700,000 in cash. K&S convenience store workers Kameel Sweiss, Ameer Sweiss, and Faday Sweiss were arrested on Wednesday on charges of suspicion of illegally conducting an enterprise, fraudulent schemes and artifices, money laundering, unlawful use of food stamps, and computer tampering. "People were essentially selling their cards to [the] store," said spokesperson Stephanie Grisham.
