The aggressors' parents? Again, they raised violent thugs, so yes they should be held accountable. Their lack of decent parenting led to 3 losers that are violently dealing drugs at 15 years old.

Someone mentioned that the kid's parents should sue the school; it's a great way to get a company to change their policies. Otherwise there's no real palpable incentive for something to change. Bullying shouldn't be treated as a boys-will-be-boys situation anymore.
