The lights in a couple rooms in my house won't turn off.
Never had this happen before.
I'm having to cut them at the breaker.
WTF?

Replace the switch or switches.
If you are handy and enjoy electrocution, ring the switches out with a meter. If you have continuity with the switch off, it's no bueno.

Depends on your switching system. "Simple" lightswitches break the current when they are off. I have "momentary" switches (they don't have an on or off position) - they switch an electrical relay in the box where all the breakers and relays are. The lights are connected to the relay, not the switch. In this case your switching may end up being broken because the relays have gone.

I've had it happen with 3-way switches (lights can be turned on/off from two or more locations) when one of the switches ends up in the middle (not fully on OR off).
