Thats not negative reinforcement.
Negative reinforcement is the removal of an adverse stimulus.
You're referring to punishment.

Here are two examples:

Punishment - Being sent to a forum made up of only Waynes due to bad forum behavior.

Negative reinforcement - Wayne is banned due to good forum behavior.

Not to get too technical, but the ancient Hebrew cosmology only had two worlds: one above and one *here*. The idea of a three-layered reality with heaven above, earth in the middle, and hell below was an Indo-European concept that Christianity inherited from the Greeks.
